The Hunan Education Bureau’s“strictest order”banning extra-and-paid lessons for middle school students has triggered a nationwide debate.
The bureau’s ban, issued on December 21, 2010, prohibits senior and junior high schools in Hunan from organizing extra classes for their students, and for the first time includes those who are expected to take the National College Entrance Examination next year.
And middle schools are also prohibited from providing classrooms or other necessities for any classes for those who are retaking their middle school tests.
The Ministry of Education started prohibiting such classes in 2000, in a bid to relieve the pressure on primary and middle school students, but many schools have since challenged the prohibition order.
